Sewage water has flooded the basements of Ambalipura Residency, SJR Redwoods and Park Vista in the locality, leaving the residents to combat a host of diseases.

Other than Ambalipura Residency, the apartment complexes of SJR Redwoods and Park Vista, which together houses over a thousand families, are bearing the brunt of blocked drainages, resulting in sewage water flooding the basements, parking lots and every other low-lying area in the locality.

While the stink is unbearable, residents have contracted a variety of diseases, including upset stomach, cold, coughs and high fever, over the last few months.

Rajalakshmi, a homemaker residing in Ambalipura Residency, said,”Everyone in my family of four, including my two children, have fallen sick. Dirty water is everywhere and there is no way we can avoid diseases in this environment.”Fever, stomach upsets and coughs have become common in her family. “The stagnant sewage water could be contaminating the underground water. Since we use borewell water, we are easy prey to diseases,” Rajalakshmi said.

The blockage in the sewerage line on land owned by a private company has been blamed by the residents for their predicament. While they have complained to the BBMP, no help has been forthcoming.

“The drain water is coming into the car parking area of our basement. We have repeatedly complained to the BBMP in this regard, but nothing has been done yet,” said Manjula, another resident.

The residents allege that the pipeline that has been blocked belongs to Bulchee, a leather manufacturing company.

The scene of stray pigs grazing on the garbage opposite to a big bungalow, heaps of earth piled up and huge tunnel-like pipes on either side of the roads in a peaceful residential area like HSR Layout was not what any resident, who saw the layout being brought up in 1980s, would wish to see.

A number of multi-storey buildings on the other side of Sector 2 have been completely cut off. The Bangalore Water Supply and Sewerage Board (BWSSB) has dug up both sides of this long road and laid the steel pipes to be fitted underground for replacing the old concrete pipes, which had developed leakages.

Workers at the site, who were pumping out water from the old pipes, told DNA that they began the work only a few days ago and have no idea when it would be completed.

The water board has also dumped the steel pipes in many other places of HSR Layout, probably to let residents know that such a work would be undertaken by them soon.“The BBMP claims it has no funds to finish a work that has been undertaken. Why do they collect taxes then? Various civic authorities seem to be at war with each other. When one finishes a work, the other starts functioning,” said RS Hiremath, president of HSR Layout Sector 2 Resident Welfare Association.

As if this is not enough, the Karnataka Power Transmission Corporation Limited (KPTCL) had dug up the roads on 24th and 17th Main Roads of HSR Layout to lay new underground 66kv lines, six months before the water board started digging.

“They have completed the work, but they have not re-laid the dug up road. Vehicles are parked on this stretch as if this was a kind of borderline for the parking zone. A 60 feet road has shrunk into a 30 feet road that too for two-way traffic,” rued retired Brig RS Murthy who lives in HSR Layout, Sector 2.

The indiscriminate garbage dumping and disappearance of footpaths at several places add to the woes of HSR residents. It was also found out that waste segregation was happening only at the dumping ground, and put into the compactor and sent to Indirapura landfill. Even as the stench fills the air, the contractor pleaded helplessness as the residents do not segregate the waste and dispose it.

Flyover woes
On the Outer Ring Road, flyovers are being constructed between Sarjapura to Silk Board junction to ease traffic pressure. However, the work is undertaken in such a way that it creates more traffic chaos. While one part of the flyover has been started and smaller vehicles are using it, BMTC buses are still running on the service lane as there is a non-designated bus stop below the flyover.

“We have brought this matter to the attention of the concerned authorities, but something seems to work with all of them. BDA, BMTC and others agencies do not seem to take suggestions of the public, who bear the brunt of such a lackadaisical approach towards things,” said Balagopal, a resident.

As a result of this, traffic on Ring Road, which has grown 50 times over five years, has to slip through a chicken-neck point below the flyover which is all set, but yet to start functioning. The only other solution these heavy vehicles come up with is to take the inner roads which go into the calm and serene HSR Layout.

“Only a year back, they re-laid the inner roads of our layout. And now they have started construction on all sides. BWSSB started replacing old pipes with new ones only after the roads were done and KPTCL dug some roads to lay the lines. But why could all these three departments not co-ordinate with each other and do these works at the same time, so that movement of people is not hindered,” said Brig Murthy.

Now, the whole of the 27th main, which also serves as a ring road within the layout and is the only connecting point to a number of multi-storey buildings on the other side of Sector 2, has been completely cut-off.

People from different parts of the country want to settle down in Bangalore not only because it has an equable climate but also because it is fast becoming a thriving cosmopolitan metropolis. So, everyone wants to own a house or a site here but there is a problem: Some people, after buying sites, do not care to maintain them, thus creating nuisance in the entire locality.
To control/stop this trend, BBMP has initiated a drive to clean up the vacant sites. This has been taken up seriously by the BBMP in the HSR Layout, which is a sign of some good development. The cleaning work started one week before, though the BBMP had sent the circular to this effect to the concerned ward office long ago.
“Initially it started in 3rd Sector and we have cleaned 14 sites so far in this sector. Now we have taken up work in 7th Sector. Other sites will get cleaned up based on the grievances received from the Residents’ Welfare Association and the general public,” a BBMP official said.
“The residents of 1st Sector have written to us to clean 40 sites in their sector. So our next priority will be that,” said T S Prasanna Kumar, Junior Engineer, Ward 174, and added, “The cost of cleaning will be tripled and reimbursed from the owner of the site as a penalty. This amount will be added to the property tax he is liable to pay. We are also writing to BDA about the cleaning of sites which belong to them. Later, we will consult the revenue officer to give us a clear picture of vacant sites. By this, our work will become easy and we can keep a proper account of the sites and their cleaning.”
The residents of HSR Layout are happy about this drive by BBMP and they have thanked Corporator Latha Narasimhamurthy who has initiated this move. They hope that maximum number of sites will be cleaned by BBMP as early as possible.

Bangalore Mirror has been a Champion of Civic Issues and instrumental in making the authorities perform their duties properly, when ever It has reported any irregularities or problems the Government Bodies have listened and acted, I would like to Thank BM for highlighting the Road Safety Issue in HSR Layout in their yesterdays edition which was also posted on our Blog in July as The Deadly Road Junctions of HSR Layout. Hope the Authorities do the needful.

We also received several responses to the article in BM yesterday, here is one response that is worth sharing which we received from Mr.Shankar Balan, a resident HSR,

Dear Sir

The article on HSR Layout in todays Bangalore Mirror has come at the right time.

As a resident of the locality for the last 8 years I too have seen the considerable development on the one hand and the considerable deterioration on the other.

Some points to ponder:

1. Private vehicles, School buses, HTV’s and other such tend to speed through this well populated residential area endangering the lives and limbs of pedestrians, seniors, children and pets.

2. I live on 24th Cross street – daily the school buses hurtle up and down the road because they appear to be constantly in a race against time.

3. Speed bumps: there are many badly designed speed bumps in the area. And in some places where speed bumps are actually required, they are conspicuous in their absence.

4. The condition of most roads in the layout are pathetic – they were re-laid around 2 years ago but the subsequent influx of huge levels of heavy traffic have completely ruined them again.

5. Construction debris everywhere – the various building owners, constructors and commercial establishment casually dump huge quantities of debris on the public roads in addition to clearly flouting building norms and laws.

6. There is a marked lack of any kind of Zoning laws in operation – residential vs commercial properties so the area is full of commercial establishments existing right next to private residences, causing further trouble.

7.Lack of proper policing in the neighbourhood – incidence of unwanted elements roaming around at night and thievery, burglaries on the rise – earlier (even just 3-4 months ago, there used to be a regular night patrol with Police Jeeps, Motorbikes and Bicycles. Of late this has stopped and this has led to a rise in unwanted elements in the area. My neighbour’s vehicle was broken into about 2 weeks ago at night and several items stolen from it.

8. High level of casual labourers, construction workers and itinerant workers residing on site on many construction projects - this kind of free un-regulated movement of these workers provides a perfect opportunity for unwanted elements.

9. Use of the entire areas of vacant, overgrown sites and Army land as a public toilet by these construction workers, itinerant workers and casual labourers. – In the absence of proper public toilet facilities these people are forced to use public spaces for the call of nature. This leads to disease, illness and contamination. Most people who are constructing either private houses or commercial buildings do not provide toilet spaces for the construction workers involved in building the structures. For lack of facilities these workers are forced to use public areas.

10. Presence of a huge plastic sheeted tented shanty town near MK Retail and other places. Suddenly the HSR Layout residential area has a huge influx of shantytown dwellers – all compromising the overall safety and peace of the area.

We request the BBMP authorities and the Police/ Law and Order authorities to involve themselves deeply in these issues and help the residents with a proper workable solution to the same.

Thank you

Shankar Balan

Police Inspector L Y Rajesh shares tips to play safe and avoid losing your valuables to street robbery. Includes emergency contact numbers of HSR Layout police officials.

Recently a certain type of vehicle mugging cases is on the rise. They seem to be targeting IT employees specifically.

The areas that have been targeted are around Iblur junction, between Iblur and Marathahalli, or Iblur to Kaikondrahalli or Kaikondrahalli to Wipro.

Timings is usually between 11 am to 4 pm. The offenders are riding a black Pulsar. They are two or three of them. The vehicle has a kannada registration number plate. Identification marks: One person is stout and has a dark complexion. Another one is lean with medium complexion.

MODUS OPERANDI

They stop your vehicle on a pretext, saying that you caused an accident.

Before stopping your vehicle, they continuously honk. Till the time you stop your vehicle, they are behind you.

With little opportunity, immediately they sit inside your vehicle.

They try to panic you by saying: by accident you have injured a person and compensation has to be paid.

They tell you, you have to pay the amount immediately, as the injured person is the brother of a local don; If you don’t settle, the amount might be problem and they induce you to pay the money.

They ask you to give the money, by drawing from an ATM.

Usually they target a person driving alone in the vehicle.

They will persuade you to pay the money, they speak Kannada and broken Hindi.

They will take money or gold but not cell phone.

HOW TO PREVENT AND HOW YOU CAN HELP THE POLICE IN NABBING THEM

If you come across such an incident, be bold, do not panic.

Lock the internal locks of the vehicle. So that they cannot sit inside your vehicle.

If by chance they get into your vehicle, get out immediately – you will be in a public place. Raise your voice and call the people around.

Immediately take their photograph and as well as vehicle number plate with your cell phone.

If they try to threaten you or manhandle you, keep a pepper spray as a defense and use it properly and carefully “if necessary”.

In there are any such cases or even if you suspect any such persons in the locality, please call on the below mentioned cell phone numbers.

If you are bold enough, immediately snatch their bike keys. Take their photographs, call the police, if the public are willing to help, secure them and hand over to police.

If you are smart/tactful enough and can hold them in conversion, inform the police by way of SMS or call and assure that you will pay them and engage them till police reaches you.

You can even tell them that you can arrange money from your friend and take them to place, where you know the people and then try to catch them with the help of known people and hand over them to police.

DON’TS

Do not panic and give away all your valuables.

Remember their operation is a planned one and even they are equally scared but they pretend to be courageous.

Do not lose your temper. Be cool and handle the situation diplomatically.

Don’t take too much risk and don’t risk your life – your safety is more important.

Don’t get down from the vehicle. And don’t allow any stranger to get into your vehicle. If they chase, immediately call the police or reach the traffic police for help. Stop the vehicle where there a lot of people and take their help.

Please be bold. Bangalore is still safe. There is nothing to panic. We are optimistic that we will be able to nab them. A squad comprising of four police personnel is formed to nab these fellows. Please remember our crime constables are now patrolling the same roads in plain clothes and their phone numbers is mentioned below. You can reach them for help either on the officers cell number, Cheetah number or Crime constable number.

We are glad to serve you and we are at your service 24/7 to help the needy and bring the culprits before the court of law. We look forward for your cooperation.

Fernhill Gardens Residents who already face a Big Smelling Drainage (Though covered ) have got another problem now, the Sand Trucks who for all these years were stationed on service road near Silk Board Junction have moved to the service road in Sector 6th In front of Fernhill Apartments, because of the Silk Board BTMC Bus Stop , here is a report from Bangalore Mirror.

Residents of Fernhill Gardens Apartments dare not open their windows in the mornings for fear of finding drivers of sand lorries bathing below.

And when they step out of the building, they have a traffic problem to contend with. Residents of the nearly 300 flats in the apartment complex situated on the Ring Road, HSR Layout, have been complaining to the police about the lorries on the two service roads leading to the apartment but nothing’s happened so far.

“The trucks arrive late in the night or early mornings. It is embarrassing for residents to even open the windows to the road,” says a resident.

T V Srinivasan, secretary of the apartment owners’ association, agrees, adding that it’s a worse embarrassment to walk down the service road.

There’s also the fact that the lined up lorries hinder movement. “The service road itself is de facto closed to traffic and cars from the apartments have to wait,” a resident said.

“As a result, school buses cannot come up to the apartments since trucks block the roads. Women have to take children to the main road to get them on the school buses,” says Srinivasan.

However, some school buses come to pick up the children from the opposite side of the apartment complex but that leads to another traffic problem, said another resident.

COMPLAINTS UNANSWERED
The residents’ association has complained to the traffic police thrice in the last year. “The first time I was told that the sand lorry business was in the hands of powerful politicians and we should not interfere. But the traffic police finally relented and have promised to put up no-parking signs here,” says Srinivasan.

He says that they are not opposed to business. “What we are opposing is their presence in this particular place which is not meant for them.”
You can log on to ipaidabribe.com and list your soul-smirching experience.

Set up by Janaagraha on August 15, this website has already gathered 130 reports by people who paid up various denominations for various services. While someone paid Rs 3,000 to an agent to get married, another person from Chennai had to pay a similar sum to get a death certificate after his mother’s death. A group of youngsters, out late in the night, paid up Rs 7,000 to cops to wriggle out of a sticky situation.

These are only a few examples of the bribery cases uploaded on ipaidabribe.com. Here, you can make public what you paid as bribe, when and to whom. But whether this is shame enough for our thick-skinned babus, only time will tell. You could also upload how you managed to get a job done without paying a bribe or how a very honest officer helped you.

www.ipaidabribe.com is Janaagraha’s campaign to have citizens from all cities upload their bribe tales. This unique campaign will document how big the problem of corruption is.

The Website Does not ask you to Share your Details and promises that it will never share your info with any third parties.

On this site you can see the lowest bribe paid is to the Traffic Police and the Highest to the Sub-registrars to register the Property going up to Rs.45000.

The HSR Layout residents and their Corporator Latha Narasimhamurthy are going all out to make their layout clean and garbage-free. They had launched a campaign recently to create awareness about waste segregation in Agara Village and HSR Layout 4th Sector. The campaign emphasized the need for separating wet and dry kitchen wastes and putting them in two different bins (red and green) and handing them over to garbage collectors.

BBMP has already supplied 1,000 red bins and 1,000 green bins to ward No 174, each of which has a capacity to carry two to three kg of waste. Most of the residents in Agara Village have received the bins and are using them, but the residents in Sector 4 say that they have received only about 50 bins. However, here is the big question: Will the residents use these bins in an effective way even after receiving these dustbins? To this, the Corporator Latha Narasimhamurthy said, “We are not distributing these waste bins just because they come free. We are making people aware of the waste management system and its uses during the door-to-door distribution. We also collect data like the names of the residents, their phone numbers and addresses. This helps us keep track of the waste disposal.”
She also said, “We thought that since Sector 4 is a small area, we will cover the whole sector by distributing waste bins and make it a modal sector. But now we are facing difficulties. Volunteers are very few and many houses will be closed and some won’t open their doors at all. So we have now decided to distribute them in 7th Sector since they too require them.”
Thankfully no deaths have taken place except for minor injuries, but do we need to wait until then?. The Authorities needs to build Speed Breakers at all these junction and install “Round About Island” specially at 19th Main and 17th Cross Junction which is very wide and creates lot of confusion among the drivers.

Because of the Flyover work at Agara and 14th Main Signal most of the outer ring road traffic is passing through HSR Layout, finding shortcuts and trying every available road causing disturbance to the residents, and adding this they forget that they are not on Outer Ring Road and are passing through a residential Layout, but they zoom at great speeds on these roads. To ease up the traffic the civic agencies upgraded almost all the Main roads to 60-80 Feet but they forget to provide safety measures tooo!.

Some of these Deadly roads include 17th Cross, 22nd Cross, 24th Main, 19th Main etc. Waiting for Some Quick Action.

People in Bangalore have been known to use several novel methods to keep their neighborhood clean, but residents of HSR Layout have come up with a rather simple way to deal with trash offenders: they go and have a polite conversation with them.

The idea, said R S Hiremath, president, HSR Layout Sector 2 Residents’ Welfare Association, is not to reason with those who dump garbage in someone else’s yard but to understand them. “We want to know their psychology,” he told Bangalore Mirror.

Every Saturday for the last two weeks, five volunteers from the 10-member association five people have been standing near empty sites in the layout, and watching out for trash offenders. “Around 6 am, maids or housewives come to throw garbage.

Some do it because they have no choice, but schools, hospitals, and shops come because they haven’t set up their own waste collection systems,” said the 48-year-old Hiremath.

Volunteers go up and casually talk to people casually dumping garbage. They try to persuade the offenders to stop the practice.

ROUND TWO

The group plans to print information collected from such interactions on handbills, and offer solutions to illegal dumping. One solution is to install more wayside garbage bins, and the association is working on that. “In HSR Layout Sector 2, we have about 400 homes. We will give out handbills to all of them,” he said.

Rithika Tiwari, another member of the association, said that garbage collection was not organised enough. “We have found out that many homes don’t have a garbage collection process. Also, we have few dustbins in the area,” she said.

Dr Meenakshi Bharat, who spearheaded a source segregation and solid waste management campaign at Malleswaram, said, “This campaign will help. HSR Layout is a fairly new layout, with a number of individual houses. The residents should know how to handle their garbage.”

Hiremath and his men also plan to talk to institutional offenders and help them set up garbage disposal systems.

They unanimously demanded a clean layout and asked their corporator to look into the garbage problem.

At the resident welfare association (RWA) meeting of HSR Layout on Sunday, members put forth their demands to corporator Latha Narasimha Murthy.

R S Hiremath, who was elected president of HSR RWA, said garbage disposal is a major issue plaguing the layout. “The corporator has promised to look into the issue,” he said. Officials from BBMP and BDA also attended the meeting.

Former HSR RWA president Brigadier R S Murthy said Karnataka Power Transmission Corporation Limited (KPTC) dug up the road long ago but is yet to repair it. “We had asked KPTC officers to attend the RWA meet but none came. This is very disappointing. Civic authorities shouldn’t just dig up the road and leave it like that. Now, it’s raining every other day, posing a danger to residents,” he pointed out.

The other issues discussed were pig menace, unplanned digging of roads and garbage disposal. The meeting was in two parts — first was the board meeting, in which new president was elected and six more office bearers were included; the second one focused on problems faced by residents and interaction with the corporator.
Here is our first mail that we recieved from Mr.Ramkumar

Dear Sir,

I live in HSR layout second sector . Residents in 25th C Cross , 27th Main are facing huge water problems for the past 2 months. Around 20 houses which are on an elevation in this street have not received water for the past 2 months. We have to go to the BWSSB office at HSR layout every time and make a complaint. After that we get tankers. Every time we get an answer that pressure is not there. Isn’t it important to find out the cause and rectify the same ? This is creating lot of inconvenience for us. It is very frustrating to see that the residents who are in the low lying areas in the same street get good water but we don’t . It is much more frustrating to see that so much of water is being used for construction whereas we have to struggle for our basic needs. In spite of all these difficulties we promptly get our monthly bills with reading “ No draw” ?????? I request your help in resolving this issue at the earliest.

regards,

Ramkumar

The sudden spells of darkness engulfing the layout, courtesy the load-shedding , is also one of the main contributory factors for the spurt in chain snatching incidents.

We cant blame all on the power cuts, the commissioner however felt that Bangalore was still a safe city. As far as the specifics of chain snatching incidents were concerned , the culprits are usually young boys around 20-25 years on Bikes. They are targeting those near the Temples and those who are on a evening walk near various parks of HSR Layout, specially 2nd Sector Park near Purva Fairmont and the one on 5th Main Road.

Police in Action Mode:

HSR Layout police is taking no chance in letting these incidents increase any further. To check this crime, they have increased the patrolling around temples, parks and vulnerable areas like, 23rd cross, 5th main, Hosapalya road, Mangammapalya main road.
The CA Site on 18th Main of HSR Layout-3rd Sector, allotted for the park has been used as a dumping zone by Under Construction Hospital owner. The Hospital is to be constructed on 18th A Main, adjacent to the park Opposite to HSR Club.

Due to the dumping it has hampered the progress of developing the park, for which all approvals and necessary formalities are complete with the BBMP.

Going Back to History this Park was a Stone Quarry, later which turned into a Garbage dumping place, and during monsoon it was a Deep Water Tank, giving a look of Dhobhi Ghat, because nearby Dhobhi’s used this water for washing 100’s of cloths, everyday.

It is said that a super specialty Hospital is to come up on this site for which the cost is around 30Crore, to be taken up by a charitable trust.

Hospital Site

One Interesting thing about this hospital is that It has just about 15ft Narrow Roads on all 4 sides and there are many Residential Houses facing this Upcoming Hospital all of them built on a 20×30ft Plot area! and many of them have developed cracks thanks to the Foundation work taken up for this Hospital.

By Brig (retd.) R S Murthy
(This Article was written by Brig(retrd.) R.S Murthy President of HSR Layout 2nd RWA )

The seven-year old HSR Layout Sector II Residents Association convened their annual general body meeting on 19th of July at Cambridge Public School located in the vicinity.
The meeting was well attended by residents and had a focused agenda. The concerns of the residents included:

Bad Roads & silted/clogged Storm water drains:
a. Blacktopping of all roads and regular clearance of shoulder undergrowth.
b. De-silting of all storm-water drains
c. Proper repair of road cutting.

Garbage clearance
a. Daily clearance of garbage in a proactive manner. There is improvement but a system has to be in place, this will stop the menace of pigs, stray dogs& rodents, reptiles and prevent health problems.
b. Aggressive awareness campaign by BBMP on educating residents through posters, notices and audio visual road shows.
c. Boards at prominent places instructing people not to litter, urinate and defecate at public places and vacant sites
d. Educating school-children in the area on the importance of having a clean and healthy environment who, in turn, will educate their families.

Labor Camps
a. Immediate eviction of camps in a coordinated and complete manner.
b. Heavy fines to be levied on owners and contractors who do not provide temporary accommodation/facilities to laborers during construction.

Road Space
a. Unauthorized trucks occupying road space and owners/contractors dumping building material on the roads should be heavily fined
b. Eviction of unauthorized vendors on the road side and pavement
c. Eviction of construction sheds along the footpaths of Main and Cross Roads .These encroachments need to be evicted on an urgent basis in the interest of the community.

Vacant plots and Sanitation:
a. Ensure that both owners as well as BBMP agencies maintain vacant plots. Legislation might be needed for this.
b. Proper maintenance of parks that have been created in the last few months.

Meeting proceedings

Officials from BESCOM, BWSSB and BBMP also attended the function along with residents, with a very frank and fruitful interaction.

It was mentioned that there is a perceivable change for the better on the condition of roads and garbage clearance but a lot more needs to be done with proactive initiative for permanent solutions with coordinated action by civic agencies, BBMP and BDA. Responsibility of garbage management rests on residents too, they need to be aware of this.

The civic officials promised resolution of residents’ grievances relating to garbage management, proper lighting of roads, maintenance of parks and water supply through close working relationship with the residents and association.

The residents requested for early decision on their petition to BBMP and BMTC, on shifting of the bus stand from Parangipalya bus stand in HSR layout to either the junction of 17th Cross and 19th Main road or the area near the KEB power station ahead of Purvankara apartments on 24th Main Road where ample space and turning radius (for the buses) are available.

The MLA of the area, Satish Reddy (Bommanahalli) attended the meeting for some time and assured full support towards resolution of the many issues pertaining to infrastructure.

Most of the previous office bearers were once again re-elected during the election.

Office Members

• Brig. Murthy-President (re-elected)
• Hiramath (now elected as Vice President)
• Chana Keshava-General Secretary (re-elected)
• James Tharakkan-Treasurer (re-elected)
