<p><em>What if our children could cycle safely around the neighborhood going to schools, classes and doing errands freely?</em></p>
<div id="_mcePaste">What if we had at least 25% of our office-going crowd ride comfortably from residence to offices thus reducing traffic, pollution and stress?</div>
<div id="_mcePaste">What if we could begin to get in touch with our neighbours, our neighbourhood, our city and its great weather.. and have fun while at it?</div>
<div id="_mcePaste">How would it be if we proved this concept here and then extended this to Bangalore and then India?</div>

<div id="_mcePaste">We have taken on a project to make this a reality starting with our layout and offices close by. We have created a core team of resident leaders, older children, enthusiasts, urban planners, office goers and others and are closely working with government agencies to make this a reality.<span id="more-371"></span></div>
<div>Over the last  six weeks we have made significant progress. A meeting with K Manjula, the dynamic Commissioner for the <strong>Department of Urban Land Transport (DULT)</strong> has fast tracked this project.</div>

<div id="_mcePaste">We have increased the scope of coverage from just the layout to large companies like Wipro who have been very supportive. This means that we have end-to-end connection which caters to the office crowd. Thus we are in a position to really guarantee substantial usage.</div>

<div id="_mcePaste">Children especially see this as a great opportunity as public parks seem to be restricted to children below six and adults who prefer walking!. Under the commissioner&#8217;s guidance, we did a detailed survey of HSR Layout last week with BBMP and DULT. Both agencies represented by a team of four senior officials were convinced by the potential in this relatively new layout and have also agreed to fast track this.</div>
<div id="_mcePaste">We expect the design Request for Proposal (RFP) details to come out this week. The government agencies have assured us of adequate funding and also want to have an integrated cycling path and footpath solution that transforms the non-motorized transport in the locality.</div>

<p>Long Back we had reported about <a href="http://www.hsrlayout.info/2009/09/park-used-as-dumping-zone-in-hsr-3/" target="_blank">Rocks being dumped in the site meant for Park</a>, it&#8217;s been 2 years , though the rocks has been cleared Residents of HSR Layout 3rd Sector are eagerly and painstakingly waiting for work on the neighborhood park of 17th &#8216;A&#8217; Main, 23rd &#8216;A&#8217; Cross to start.<br />
After many hurdles, somehow the boulders that were dumped there have been cleared. Residents are using this four-acre park but a lot need to be done before they can use it freely. But the BDA&#8217;s Town Planning Commission has not yet taken a final decision about this park.<br />
Dharmendhar, one of the residents of 23rd Main said, &#8220;This area is slowly becoming an urban slum, unless the authorities look into the real problem nothing can happen. We are waiting for a good park in our area, but it&#8217;s getting delayed for one or the other reason. Hoping the authorities consider this area and come to a good conclusion.&#8221;<span id="more-349"></span>Speaking to Cityplus, 3rd sector Residents&#8217; Welfare Association secretary H M Javali said, &#8220;We wrote a letter to the BDA Commissioner on January 28, explaining him the issue. But so far we have not received any response. We just need a good park according to the plan.&#8221;<br />
Then there is another problem for the residents. The 23rd &#8216;A&#8217; Cross leads to the park and stops at the fencing of the west side of the park. There is a move to extend the park road to reach 18th Main easily, but then it would lead to a reduction of 20 per cent area of the park.</p>
<p>A resident, Sunitha Mohan, said, &#8220;If the park road is extended, then the HSR Club members will park their vehicles here, which will create a lot of nuisance. And it does not make sense to extend the road at all. It hardly takes five minutes to reach 18th Main from 23rd Main.&#8221;While speaking to Cityplus, a BDA source said, &#8220;Earlier this CA site was given to the Department of Youth Services and Sports of Karnataka to come up with an indoor stadium in HSR Layout, 3rd Sector. From many years this plan was on hold. Now residents wish to have a park here. The final decision is only left to BDA Commissioner and Town Planning Committee.&#8221;<br />

<p>Bangalore Mirror has been a Champion of Civic Issues and instrumental in making the authorities perform their duties properly, when ever It has reported any irregularities or problems the Government Bodies have listened and acted, I would like to Thank BM for highlighting the Road Safety Issue in HSR Layout in their yesterdays edition which was also posted on our Blog in July as <a href="http://www.hsrlayout.info/2010/07/the-deadly-road-junctions-of-hsr-layout/">The Deadly Road Junctions of HSR Layout.</a> Hope the Authorities do the needful.</p>
<p><strong>We also received several responses to the article in BM yesterday, here is one response that is worth sharing which we received from Mr.Shankar Balan, a resident HSR,<span id="more-206"></span></strong></p>

<div>Dear Sir</div>
<div>The article on HSR Layout in todays Bangalore Mirror has come at  the right time.</div>
<div>As a resident of the locality for the last 8 years I too have seen  the considerable development on the one hand and the considerable  deterioration on the other.</div>
<div><strong>Some points to ponder:</strong></div>
<div>1. Private vehicles, School buses, HTV&#8217;s and other such tend to  speed through this well populated residential area endangering the lives  and limbs of pedestrians, seniors, children and pets.</div>
<div>2. I live on 24th Cross street &#8211; daily the school buses hurtle up  and down the road because they appear to be constantly in a race against  time.</div>
<div>3. Speed bumps: there are many badly designed speed bumps in the  area. And in some places where speed bumps are actually required, they  are conspicuous in their absence.</div>
<div>4. The condition of most roads in the layout are pathetic &#8211; they  were re-laid around 2 years ago but the subsequent influx of huge levels  of heavy traffic have completely ruined them again.</div>
<div>5. Construction debris everywhere &#8211; the various building owners,  constructors and commercial establishment casually dump huge quantities  of debris on the public roads in addition to clearly flouting building  norms and laws.</div>
<div>6. There is a marked lack of any kind of Zoning laws in operation &#8211;  residential vs commercial properties so the area is full of commercial  establishments existing right next to private residences, causing  further trouble.</div>
<div>7.Lack of proper policing in the neighbourhood &#8211; incidence of  unwanted elements roaming around at night and thievery, burglaries on  the rise &#8211; earlier (even just 3-4 months ago, there used to be a regular  night patrol with Police Jeeps, Motorbikes and Bicycles. Of late this  has stopped and this has led to a rise in unwanted elements in the area.  My neighbour&#8217;s vehicle was broken into about 2 weeks ago at night and  several items stolen from it.</div>
<div>8. High level of casual labourers, construction workers and  itinerant workers residing on site on many construction projects - this  kind of free un-regulated movement of these workers provides a perfect  opportunity for unwanted elements.</div>
<div>9. Use of the entire areas of vacant, overgrown sites and Army land  as a public toilet by these construction workers, itinerant workers and  casual labourers. &#8211; In the absence of proper public toilet facilities  these people are forced to use public spaces for the call of nature.  This leads to disease, illness and contamination. Most people who are  constructing either private houses or commercial buildings do not  provide toilet spaces for the construction workers involved in building  the structures. For lack of facilities these workers are forced to use  public areas.</div>
<div>10. Presence of a huge plastic sheeted tented shanty town near MK  Retail and other places. Suddenly the HSR Layout residential area has a  huge influx of shantytown dwellers &#8211; all compromising the overall safety  and peace of the area.</div>
<div>We request the BBMP authorities and the Police/ Law and Order  authorities to involve themselves deeply in these issues and help the  residents with a proper workable solution to the same.</div>

<p>In a bid to maintain peace  and avoid any untoward incident after the Ayodhya verdict, the HSR  Layout police station came up with a novel idea.</p>
<p>The cops, along  with social activists celebrities and religious leaders took out a  peace procession in the area yesterday.</p>
<p>More than 1,000 people  participated in the procession where several societies pledged to  maintain social harmony and brotherhood.</p>
<p>Brainchild of Inspector  LY Rajesh, the rally was a huge success.</p>
<p>The delegation went to  local temples and mosques, and prayed for peace. They also went to  schools, colleges, and IT companies and educated people on the  importance and need of maintaining social accord.</p>
<p>Rajesh said,  &#8220;I believe that the procession will help in a big way to maintain peace.  As people follow celebrities and religious leaders, were asked to join  the initiative.&#8221; Rajesh is sure that peace will prevail in HSR Layout. <span id="more-203"></span></p>
<p>&#8220;People  from several societies have taken an oath to maintain peace in the  area,&#8221; he said.</p>
<p>Kannada actor Srinagar Kitty, who also  participated in the procession, said, &#8220;Like always, if any untoward  incident takes place, it&#8217;s the general public that gets affected.  Besides, it&#8217;s not the common man but anti-social elements that indulge  in disruptive activities. Thus, I want to urge people to be calm and set  an example for others.&#8221;</p>
<p>Likewise, Yash another actor, said, &#8220;I  believe that we are one and humanity is above any religion. We should  accept the court&#8217;s verdict and must maintain peace.&#8221;</p>
<p>Whereas  Mohammed Hussain, a local Muslim leader, said, &#8220;It enough of violence  now. We all want peace and will ensure that there&#8217;s harmony in our area.  Besides, anyone caught indulging in violent activities should be  severely punished.&#8221;</p>

Thankfully no deaths have taken place except for minor injuries, but do we need to wait until then?. The Authorities needs to build Speed Breakers at all these junction and  install &#8220;Round About Island&#8221; specially at 19th Main and 17th Cross Junction which is very wide and creates lot of confusion among the drivers.</p>
<p>Because of the Flyover work at Agara and 14th Main Signal most of the outer ring road traffic is passing through HSR Layout, finding shortcuts and trying <span id="more-131"></span>every available road causing disturbance to the residents, and adding this they forget that they are not on Outer Ring Road and are passing through a residential Layout, but they zoom at great speeds on these roads. To ease up the traffic the civic agencies upgraded almost all the Main roads to 60-80 Feet  but they forget to provide safety measures tooo!.</p>
<p>Some of these Deadly roads include 17th Cross, 22nd Cross, 24th Main, 19th Main etc. Waiting for Some Quick Action.</p>

<p>They unanimously demanded a clean layout and asked their corporator to look into the garbage  problem.</p>
<p>At the resident welfare association (RWA) meeting of HSR Layout on Sunday, members put forth their demands to corporator <strong>Latha Narasimha Murthy</strong>.</p>
<p>R S Hiremath, who was elected president of HSR RWA, said garbage disposal is a major issue plaguing the layout. “The corporator  has promised to look into the issue,” he said. Officials from BBMP and BDA also attended the meeting.</p>
<p>Former HSR RWA president Brigadier R S Murthy said Karnataka Power Transmission Corporation Limited (KPTC) dug  up the road long ago but is yet to repair it. “We had asked KPTC officers to attend the RWA meet but none came. This is very disappointing. Civic  authorities shouldn’t just dig up the road and leave it like that. Now, it’s raining every other day, posing a danger to residents,” he pointed out.<span id="more-106"></span></p>
<p>The other issues discussed were pig menace, unplanned digging of roads and garbage disposal. The meeting was in two parts — first was the board meeting, in which new president was elected and six more office  bearers were included; the  second one focused on problems faced by residents  and interaction with the corporator.<br />

<p>I live in HSR layout second sector . Residents in 25th C Cross , 27th Main are facing huge water problems for the past 2 months. Around 20 houses which are on an elevation in this street have not received water for the past 2 months. We have to go to the BWSSB office at HSR layout every time and make a complaint. After that we get tankers. Every time we get an answer that pressure is not there. Isn’t it important to find out the cause and rectify the same ? This is creating lot of inconvenience for us. It is very frustrating to see that the residents who are in the low lying areas in the same street get good water but we don’t . It is much more frustrating to see that so much of water is being used for construction whereas we have to struggle for our basic needs. In spite of all these difficulties we promptly get our monthly bills with reading “ No draw” ?????? I request your help in resolving this issue at the earliest.</p>
