<div id="_mcePaste">What if we had at least 25% of our office-going crowd ride comfortably from residence to offices thus reducing traffic, pollution and stress?</div>
<div id="_mcePaste">What if we could begin to get in touch with our neighbours, our neighbourhood, our city and its great weather.. and have fun while at it?</div>
<div id="_mcePaste">How would it be if we proved this concept here and then extended this to Bangalore and then India?</div>

<div id="_mcePaste">We have taken on a project to make this a reality starting with our layout and offices close by. We have created a core team of resident leaders, older children, enthusiasts, urban planners, office goers and others and are closely working with government agencies to make this a reality.<span id="more-371"></span></div>
<div>Over the last  six weeks we have made significant progress. A meeting with K Manjula, the dynamic Commissioner for the <strong>Department of Urban Land Transport (DULT)</strong> has fast tracked this project.</div>

<div id="_mcePaste">We have increased the scope of coverage from just the layout to large companies like Wipro who have been very supportive. This means that we have end-to-end connection which caters to the office crowd. Thus we are in a position to really guarantee substantial usage.</div>

<div id="_mcePaste">Children especially see this as a great opportunity as public parks seem to be restricted to children below six and adults who prefer walking!. Under the commissioner&#8217;s guidance, we did a detailed survey of HSR Layout last week with BBMP and DULT. Both agencies represented by a team of four senior officials were convinced by the potential in this relatively new layout and have also agreed to fast track this.</div>
<div id="_mcePaste">We expect the design Request for Proposal (RFP) details to come out this week. The government agencies have assured us of adequate funding and also want to have an integrated cycling path and footpath solution that transforms the non-motorized transport in the locality.</div>

<p>Residents of Purva Fairmont Apartments in HSR layout celebrated the Children’s Day in a very special way. The Purva Fairmont Residents Association organized the Purva Amplithon for kids on 13 November 2011, a running event with race distances of 1km, 4km and 8km. Nearly 100 children enthusiastically participated in the event.  There was also a 1km fun run for the parents. The event turned out to be huge hit with the kids!</p>
<p>Finisher medals and prizes were awarded at a grand ceremony the same evening. The evening also had a host of cultural activities from children and they charmed the audiences with their performances.<span id="more-367"></span></p>

<p>The City has considerable number of solar power users and hence the Bescom has chosen Bangalore to implement the novel plan on a pilot basis.</p>
<p>The trigger for the idea came in the form of an application by Ravishankar, a resident of <a href="http://www.hsrlayout.biz" target="_blank"><strong>HSR Layout</strong></a>, seeking grid connectivity for his rooftop solar power plant. He had sought permission to sell power generated by his 1.8-KW solar plant.</p>
<p>The Bescom, in turn, wrote to Karnataka Electricity Regulatory Commission (KERC) on October 28 seeking permission to provide single phase LT grid connectivity to rooftop small solar plants. The Company is now awaiting reply.</p>
<p>P Manivannan, Bescom Managing Director, said solar power costs Rs 10 per unit and the Company proposes to make it more competitive. “Once the KERC grants permission, we will invite tenders. We will procure power from the lowest bidder,” he said.<span id="more-362"></span></p>
<p>The Bescom, in its letter to KERC, has stated that neither the Ministry for Non-Conventional and Renewable Energy nor the State government has formulated any clear-cut policy for the LT grid interactive solar photovoltaic projects below 5 kWp (kilowatt-peak units). The letter says that the proposal of Ravishankar was considered in order to encourage solar photovoltaic projects.</p>
<p>According to the letter, the grid connecting equipment installed by the applicant shall be got tested in Central Government testing laboratories. The tariff for the power from the solar plant will be Rs six a unit subject to approval by the KERC. Bes­com has also written a letter to Karnataka Renewable Energy Development Limited seeking approval for the project.<br />

However, the shops on the second floor are lying vacant for the last four years. “There are no footfalls registered for the shops located on the ground and first floor. It is difficult to do business here,” said a shop-owner on the ground floor on condition of anonymity.</div>
<div id="_mcePaste">A 300 sqft shop earns Rs 21,000 revenue per month for the BDA if it has any takers. If the BDA takes initiative to find tenants for the 40 shops, it can earn a revenue of Rs 8,40,000 per month. As per these calculations, BDA has lost more than four crore rupees.<span id="more-359"></span></div>
<div id="_mcePaste">“To add the second floor, BDA might have spent crores of rupees. One can imagine the loss for the last four years due to its failure to allot the shops to prospective tenants,” says a shop owner on the first floor.</div>
<div id="_mcePaste">It is pity to see BDA failing to find tenants for the shops at its complex that has sufficient space for parking. However, the BDA authorities have to take measures to ensure cleanliness on complex premises. The toilets are in such bad condition that even a stray dog does not put its leg there, forget humans using it. Heaps of plastic at the main entrance and garbage dumped in one of the water fountains have to be cleared.</div>
<div id="_mcePaste">“No one cleans these toilets. The cleaning work has been awarded to a private contractor. The contractor appointed a person to keep the toilets clean but he is absent for the last two weeks,” said a BDA employee.</div>

<p>Traffic flow will be affected at the junction of 14th Main, HSR Layout, as Bangalore Development Authority has started flyover construction here. City traffic police have suggested an alternative route to avoid traffic woes, starting Saturday.</p>
<p>Since the construction of the flyover is expected to take three-fourths of the road at the junction, and work will continue for at least four months, vehicles plying from Marathahalli and Sarjapur on Outer Ring Road (ORR), towards Hosur Road, Central Silk Board and BTM Ring Road, will take the following route: Heavy vehicles are prohibited on HSR Ring Road 19th Main, towards BMTC depot (near Nanda Hotel).</p>
<p>Buses and trucks should take a left turn at 19th Main junction and move towards Cambridge 17th Cross to take a right turn to reach BDA junction to reach HSR 5th Main junction and then proceed towards their destination.</p>
<p>Cars and other light motor vehicles will have to reach the 17th Cross with 9th Main, from where they will have to take a left turn to reach HSR Ring Road.<span id="more-353"></span></p>
<p>The road between 9th Main of HSR Ring Road and till its junction with 19th Main (Nanda Hotel junction) will be made one-way. This would facilitate the movement of vehicles from Central Silk Board junction towards Agara.</p>
<p>Vehicles can take both left and right turn from 14th Main of HSR Ring Road to go towards Koramangala and various sectors of HSR Layout.<br />

<p>Long Back we had reported about <a href="http://www.hsrlayout.info/2009/09/park-used-as-dumping-zone-in-hsr-3/" target="_blank">Rocks being dumped in the site meant for Park</a>, it&#8217;s been 2 years , though the rocks has been cleared Residents of HSR Layout 3rd Sector are eagerly and painstakingly waiting for work on the neighborhood park of 17th &#8216;A&#8217; Main, 23rd &#8216;A&#8217; Cross to start.<br />
After many hurdles, somehow the boulders that were dumped there have been cleared. Residents are using this four-acre park but a lot need to be done before they can use it freely. But the BDA&#8217;s Town Planning Commission has not yet taken a final decision about this park.<br />
Dharmendhar, one of the residents of 23rd Main said, &#8220;This area is slowly becoming an urban slum, unless the authorities look into the real problem nothing can happen. We are waiting for a good park in our area, but it&#8217;s getting delayed for one or the other reason. Hoping the authorities consider this area and come to a good conclusion.&#8221;<span id="more-349"></span>Speaking to Cityplus, 3rd sector Residents&#8217; Welfare Association secretary H M Javali said, &#8220;We wrote a letter to the BDA Commissioner on January 28, explaining him the issue. But so far we have not received any response. We just need a good park according to the plan.&#8221;<br />
Then there is another problem for the residents. The 23rd &#8216;A&#8217; Cross leads to the park and stops at the fencing of the west side of the park. There is a move to extend the park road to reach 18th Main easily, but then it would lead to a reduction of 20 per cent area of the park.</p>
<p>A resident, Sunitha Mohan, said, &#8220;If the park road is extended, then the HSR Club members will park their vehicles here, which will create a lot of nuisance. And it does not make sense to extend the road at all. It hardly takes five minutes to reach 18th Main from 23rd Main.&#8221;While speaking to Cityplus, a BDA source said, &#8220;Earlier this CA site was given to the Department of Youth Services and Sports of Karnataka to come up with an indoor stadium in HSR Layout, 3rd Sector. From many years this plan was on hold. Now residents wish to have a park here. The final decision is only left to BDA Commissioner and Town Planning Committee.&#8221;<br />

Inspector L Y Rajesh of HSR Layout police station says,  “With no activity in and around the house for up to a week, it becomes  an easy target for burglars as they do not expect to face any obstacle  to their activities.”</p>
<p>Police are asking citizens to cooperate with them in preventing  burglaries. Among other things, they have been requesting citizens to  inform the nearest police station about their travel plans and other  necessary details.</p>
<p>“It helps to have details about your milkman, newspaper vendor, your  house etc. It helps us keep a vigil on houses whose inmates are out on a  vacation. Newspapers and milk packets lying unattended at the doorstep  attract the attention of burglars,” explains Rajesh.<span id="more-343"></span><strong>TIPS TO SECURE YOUR HOUSE<br />

<p>Summer is when slithering creatures crawl out of their dwelling and  haunt air-conditioned houses and offices. Several incidents have been  reported where strange reptiles have found their way into domestic  households, scaring the residents out of their wits.</p>
<p>The wildlife cell of Bruhat Bangalore Mahanagara Palike (BBMP)  receives at least 25 calls everyday, seeking help or complaining about a  reptile&#8217;s entry into a residence.</p>
<p>On Saturday, the wildlife cell  received a call from the residence of an IAS officer at HSR Layout. A  cobra had entered officer Agawane&#8217;s house. The wildlife team got there  on time to rescue it.</p>
<p>There are 33 BBMP wildlife volunteers who  help residents capture reptiles entering their homes. During summer,  snakes crawl out of their nests and come in search of cool places, said  head of wildlife cell, R Sharath Babu.</p>

<p>In Bangalore, three species  of snakes are predominant: Rat snake that is non-venomous and the  venomous cobra and Russell&#8217;s viper.</p>
<p>A volunteer from the BBMP  wildlife cell pointed out that, in summer, the snakes go in search of  cool places because of the rise in temperature. They enter a garage, a  house or any place they find shade.</p>
<p>The volunteer also advised the public not to light fire to vacant sites during summer.</p>
<p>&#8220;Already,  the temperature is high and when people light fire to vacant sites, the  heat forces reptiles to come out of their nests. This is when they  enter domestic households,&#8221; he said.</p>
<p>The identification card provided by the BBMP should be checked before people permit men to catch animals, because unauthorised people hurt the creatures while rescuing it, the volunteer said.<br />

<p>Sewage water has flooded the basements of Ambalipura Residency, SJR  Redwoods and Park Vista in the locality, leaving the residents to combat  a host of diseases.</p>
<p>Other than Ambalipura Residency, the apartment complexes of SJR Redwoods  and Park Vista, which together houses over a thousand families, are  bearing the brunt of blocked drainages, resulting in sewage water  flooding the basements, parking lots and every other low-lying area in  the locality.</p>
<p>While the stink is unbearable, residents have contracted a variety of  diseases, including upset stomach, cold, coughs and high fever, over the  last few months.</p>
<p>Rajalakshmi, a homemaker residing in Ambalipura Residency,  said,”Everyone in my family of four, including my two children, have  fallen sick. Dirty water is everywhere and there is no way we can avoid  diseases in this environment.”<span id="more-332"></span>Fever, stomach upsets and coughs have become common in her family. “The  stagnant sewage water could be contaminating the underground water.  Since we use borewell water, we are easy prey to diseases,” Rajalakshmi  said.</p>
<p>The blockage in the sewerage line on land owned by a private company has  been blamed by the residents for their predicament. While they have  complained to the BBMP, no help has been forthcoming.</p>
<p>“The drain water is coming into the car parking area of our basement. We  have repeatedly complained to the BBMP in this regard, but nothing has  been done yet,” said Manjula, another resident.</p>
<p>The residents allege that the pipeline that has been blocked belongs to  Bulchee, a leather manufacturing company.</p>

<p>Fishermen of Iblur Lake faced a loss of Rs.1.8 lakh from a total income due to the death of fish caused by the inflow of sewage into the lake water.</p>
<div id="_mcePaste">&#8220;We lease the lake out for fishing and sell these fish with the help of fishermen. Because of the death of the fishes, we are facing a loss of 80 percent,&#8221;said Narayanappa K, contractor of Iblur Lake.</div>
<div id="_mcePaste">The five varieties of fish bred in the lake are Common Turf, Virijallu, Katla, Rohu and Jilebi.</div>
<div id="_mcePaste">&#8220;The loss is beyond imagination. This is the second time the fishes have died.  The same incident happened in March, 2010,&#8221; Jamshed Bashir, a fisherman, said.</div>
<div id="_mcePaste">After the word spread, many officials from the BBMP have come for inspection of the lake, said, Durga Prasad, a watchman of the Iblur Lake garden.</div>
<div id="_mcePaste">&#8220;The lake is located near HSR Layout, which is a residential area and a sewage pipeline of three apartments opens into this lake,&#8221; he added.</div>
<div id="_mcePaste">According to Nagesh Hegde, an environmentalist, there are two causes for the death of fish, either there are too many fishes breeding in the lake which causes their death due to the lack of Oxygen or due to water contamination.<span id="more-305"></span></div>
<div id="_mcePaste">&#8220;It is the carelessness of administrative department to leave the pipeline open into the lake as it is hazardous for aquatic life,&#8221; Hegde added.</div>
<div id="_mcePaste">When contacted the BBMP PRO, S.S.Khandre, he said that he was unaware of the issue and could not provide any information on it.</div>

<p>Residents feel the wide roads have changed the equation of HSR  Layout for its betterment. Besides, it has a number of  well-maintained parks. But the biggest advantage of this 1500-acre  locality is the beautiful Agara Lake.</p>
<p>K Latha Narasimha Murthy,  civic leader of HSR Layout, is foxed why the locality got the backbench  status while everything is going well.</p>
<p>“Being among the top 20  residential areas is nice, but we are striving to be a model to other  localities by coming up with various new ways of approaching the  residents for better transparency,” says a beaming Latha.</p>
<p>“With a  huge population of over 1 lakh voters, only 48,000 voters turned up to  vote this time,” says she.<span id="more-299"></span></p>
<p>The locality is doing well in terms of  civic amenities. “Dust bins have been distributed to all the houses. An  auto collects the garbage. This method has been in practice from a long  time and it helps in maintaining cleanliness around us,” says she.</p>
<p>Latha  is, however, piqued that the BBMP does not call tenders in this area  for the maintenance of street lights since April 1 2010. On an average, 7  out of 10 complaints from residents are on faulty street lights. Hence,  the streets become a risky zone after dusk for elders and women.</p>
<p>The  bars along the roads retail liquor that result in drunken rowdyism,  complain many residents. The locality has just one playground and it is  too inadequate to serve the residents’ needs.<br />
In an area populated  by a lakh, there should be at least one medical store which functions 24  hours, says Dillip Kumar, a resident.</p>
<p>The traffic problems in  and around HSR Layout and Agara have been taken care of by building a  flyover and widening the roads. Road chaos is a rare thing even during  peak hours, say commuters. But the ring road still remains a bottleneck,  says N Nathan, a resident.</p>
<p>In a locality where civic problems are  taken care of without any hassle by residents, there is a growing need  for public toilets near parks, temples and other public utility places.  Crime rates are within the limit and residents thank the local police  for this.<br />

<p>The state government has incurred the wrath of the Karnataka High Court  over its ‘apathy’ in providing housing facility for judges.</p>
<p>“We  need not beg for it. Crores of rupees are spent by the government on  rents but housing facilities have not been provided for judges,” a  Division Bench remarked while hearing a petition on Tuesday.</p>
<p>The  Court on September 14 had constituted a committee comprising Chief  Secretary, Principal Secretary Housing and Urban Development, Bangalore  Development Authority Commissioner and Bruhat Bangalore Mahanagara  Palike Commissioner to look into alternative and for the judges’ colony  and directed the committee to submit a report by October 18. The Bench  was unhappy with the Committee as there was no report submitted.<span id="more-269"></span></p>
<p>Amarnathan,  a city-based advocate had filed the PIL challenging allotment of 8.5  acres of playground in HSR Layout for judges’ colony. The High Court had  stayed the grant in 2008.</p>
<p><strong>Award stayed</strong></p>
<p>The  HC has stayed an award passed by the BDA after 24 years from the date  of final notification to acquire land for formation of the HSR Layout.</p>
<p>N  Madeswara had moved the Court challenging the order to acquire his land  for Rs 52,000 per acre. The property situated on the National Highway  measures about 9,000 sqft and BDA itself had sanctioned plan in the year  1964 for construction of industrial shed or a godown. The counsel for  the petitioner, G R Mohan, said that a notification to acquire the land  in 1986 was dropped after a joint inspection by BDA Deputy Commissioner.  Following an award dated May 12, 2005, the petitioner moved the HC.  Justice Abdul Nazir stayed the dispossession until further orders.</p>

<p>The scene of stray pigs grazing on the garbage opposite to a big bungalow, heaps of earth piled up and huge tunnel-like pipes on either side of the roads in a peaceful residential area like HSR Layout was not what any resident, who saw the layout being brought up in 1980s, would wish to see.</p>
<p>A number of multi-storey buildings on the other side of Sector 2 have been completely cut off. The Bangalore Water Supply and Sewerage Board (BWSSB) has dug up both sides of this long road and laid the steel pipes to be fitted underground for replacing the old concrete pipes, which had developed leakages.</p>
<p>Workers at the site, who were pumping out water from the old pipes, told DNA that they began the work only a few days ago and have no idea when it would be completed.</p>
<p>The water board has also dumped the steel pipes in many other places of HSR Layout, probably to let residents know that such a work would be undertaken by them soon.“The BBMP claims it has no funds to finish a work that has been undertaken. Why do they collect taxes then? Various civic authorities seem to be at war with each other. When one finishes a work, the other starts functioning,” said RS Hiremath, president of HSR Layout Sector 2 Resident Welfare Association.<span id="more-267"></span></p>
<p>As if this is not enough, the Karnataka Power Transmission Corporation Limited (KPTCL) had dug up the roads on 24th and 17th Main Roads of HSR Layout to lay new underground 66kv lines, six months before the water board started digging.</p>
<p>“They have completed the work, but they have not re-laid the dug up road. Vehicles are parked on this stretch as if this was a kind of borderline for the parking zone. A 60 feet road has shrunk into a 30 feet road that too for two-way traffic,” rued retired Brig RS Murthy who lives in HSR Layout, Sector 2.</p>
<p>The indiscriminate garbage dumping and disappearance of footpaths at several places add to the woes of HSR residents. It was also found out that waste segregation was happening only at the dumping ground, and put into the compactor and sent to Indirapura landfill. Even as the stench fills the air, the contractor pleaded helplessness as the residents do not segregate the waste and dispose it.</p>
<p>Flyover woes<br />
On the Outer Ring Road, flyovers are being constructed between Sarjapura to Silk Board junction to ease traffic pressure. However, the work is undertaken in such a way that it creates more traffic chaos. While one part of the flyover has been started and smaller vehicles are using it, BMTC buses are still running on the service lane as there is a non-designated bus stop below the flyover.</p>
<p>“We have brought this matter to the attention of the concerned authorities, but something seems to work with all of them. BDA, BMTC and others agencies do not seem to take suggestions of the public, who bear the brunt of such a lackadaisical approach towards things,” said Balagopal, a resident.</p>
<p>As a result of this, traffic on Ring Road, which has grown 50 times over five years, has to slip through a chicken-neck point below the flyover which is all set, but yet to start functioning. The only other solution these heavy vehicles come up with is to take the inner roads which go into the calm and serene HSR Layout.</p>
<p>“Only a year back, they re-laid the inner roads of our layout. And now they have started construction on all sides. BWSSB started replacing old pipes with new ones only after the roads were done and KPTCL dug some roads to lay the lines. But why could all these three departments not co-ordinate with each other and do these works at the same time, so that movement of people is not hindered,” said Brig Murthy.</p>
<p>Now, the whole of the 27th main, which also serves as a ring road within the layout and is the only connecting point to a number of multi-storey buildings on the other side of Sector 2, has been completely cut-off.</p>
