What if our children could cycle safely around the neighborhood going to schools, classes and doing errands freely?

What if we had at least 25% of our office-going crowd ride comfortably from residence to offices thus reducing traffic, pollution and stress?

What if we could begin to get in touch with our neighbours, our neighbourhood, our city and its great weather.. and have fun while at it?

How would it be if we proved this concept here and then extended this to Bangalore and then India?

We have taken on a project to make this a reality starting with our layout and offices close by. We have created a core team of resident leaders, older children, enthusiasts, urban planners, office goers and others and are closely working with government agencies to make this a reality.

Over the last six weeks we have made significant progress. A meeting with K Manjula, the dynamic Commissioner for the Department of Urban Land Transport (DULT) has fast tracked this project.

We have increased the scope of coverage from just the layout to large companies like Wipro who have been very supportive. This means that we have end-to-end connection which caters to the office crowd. Thus we are in a position to really guarantee substantial usage.

Children especially see this as a great opportunity as public parks seem to be restricted to children below six and adults who prefer walking!. Under the commissioner’s guidance, we did a detailed survey of HSR Layout last week with BBMP and DULT. Both agencies represented by a team of four senior officials were convinced by the potential in this relatively new layout and have also agreed to fast track this.

We expect the design Request for Proposal (RFP) details to come out this week. The government agencies have assured us of adequate funding and also want to have an integrated cycling path and footpath solution that transforms the non-motorized transport in the locality.

As residents, we can truly support these agencies with guidance, suggestions and action. Do contact me if you would like to participate in this project.

The City has considerable number of solar power users and hence the Bescom has chosen Bangalore to implement the novel plan on a pilot basis.

The trigger for the idea came in the form of an application by Ravishankar, a resident of HSR Layout, seeking grid connectivity for his rooftop solar power plant. He had sought permission to sell power generated by his 1.8-KW solar plant.

The Bescom, in turn, wrote to Karnataka Electricity Regulatory Commission (KERC) on October 28 seeking permission to provide single phase LT grid connectivity to rooftop small solar plants. The Company is now awaiting reply.

P Manivannan, Bescom Managing Director, said solar power costs Rs 10 per unit and the Company proposes to make it more competitive. “Once the KERC grants permission, we will invite tenders. We will procure power from the lowest bidder,” he said.

The Bescom, in its letter to KERC, has stated that neither the Ministry for Non-Conventional and Renewable Energy nor the State government has formulated any clear-cut policy for the LT grid interactive solar photovoltaic projects below 5 kWp (kilowatt-peak units). The letter says that the proposal of Ravishankar was considered in order to encourage solar photovoltaic projects.

According to the letter, the grid connecting equipment installed by the applicant shall be got tested in Central Government testing laboratories. The tariff for the power from the solar plant will be Rs six a unit subject to approval by the KERC. Bescom has also written a letter to Karnataka Renewable Energy Development Limited seeking approval for the project.

Long Back we had reported about Rocks being dumped in the site meant for Park, it’s been 2 years , though the rocks has been cleared Residents of HSR Layout 3rd Sector are eagerly and painstakingly waiting for work on the neighborhood park of 17th ‘A’ Main, 23rd ‘A’ Cross to start.
After many hurdles, somehow the boulders that were dumped there have been cleared. Residents are using this four-acre park but a lot need to be done before they can use it freely. But the BDA’s Town Planning Commission has not yet taken a final decision about this park.
Dharmendhar, one of the residents of 23rd Main said, “This area is slowly becoming an urban slum, unless the authorities look into the real problem nothing can happen. We are waiting for a good park in our area, but it’s getting delayed for one or the other reason. Hoping the authorities consider this area and come to a good conclusion.”Speaking to Cityplus, 3rd sector Residents’ Welfare Association secretary H M Javali said, “We wrote a letter to the BDA Commissioner on January 28, explaining him the issue. But so far we have not received any response. We just need a good park according to the plan.”
Then there is another problem for the residents. The 23rd ‘A’ Cross leads to the park and stops at the fencing of the west side of the park. There is a move to extend the park road to reach 18th Main easily, but then it would lead to a reduction of 20 per cent area of the park.

A resident, Sunitha Mohan, said, “If the park road is extended, then the HSR Club members will park their vehicles here, which will create a lot of nuisance. And it does not make sense to extend the road at all. It hardly takes five minutes to reach 18th Main from 23rd Main.”While speaking to Cityplus, a BDA source said, “Earlier this CA site was given to the Department of Youth Services and Sports of Karnataka to come up with an indoor stadium in HSR Layout, 3rd Sector. From many years this plan was on hold. Now residents wish to have a park here. The final decision is only left to BDA Commissioner and Town Planning Committee.”

Taking off on a holiday with your family could put your house at risk. With several people leaving behind independent houses and apartments locked for more than a week during summer vacations, burglars fancy their chances. Inspector L Y Rajesh of HSR Layout police station says, “With no activity in and around the house for up to a week, it becomes an easy target for burglars as they do not expect to face any obstacle to their activities.”

Police are asking citizens to cooperate with them in preventing burglaries. Among other things, they have been requesting citizens to inform the nearest police station about their travel plans and other necessary details.

“It helps to have details about your milkman, newspaper vendor, your house etc. It helps us keep a vigil on houses whose inmates are out on a vacation. Newspapers and milk packets lying unattended at the doorstep attract the attention of burglars,” explains Rajesh.TIPS TO SECURE YOUR HOUSE
» Do not keep valuables and ornaments at home. Instead, keep them in bank lockers.
» Switch off lighting equipment, as they would attract unnecessary attention.
» Keep the police informed about your travel plans.
» Inform the newspaper vendor and milkman too and leave their details with the police.
» Do not keep laptops, handycams and other costly gadgets.
» Do not park cars and vehicles on the road or pavement.
» Do not keep weapons and ammunition at home.
» Apartment dwellers must inform their association.

Summer is when slithering creatures crawl out of their dwelling and haunt air-conditioned houses and offices. Several incidents have been reported where strange reptiles have found their way into domestic households, scaring the residents out of their wits.

The wildlife cell of Bruhat Bangalore Mahanagara Palike (BBMP) receives at least 25 calls everyday, seeking help or complaining about a reptile’s entry into a residence.

On Saturday, the wildlife cell received a call from the residence of an IAS officer at HSR Layout. A cobra had entered officer Agawane’s house. The wildlife team got there on time to rescue it.

There are 33 BBMP wildlife volunteers who help residents capture reptiles entering their homes. During summer, snakes crawl out of their nests and come in search of cool places, said head of wildlife cell, R Sharath Babu.

People in HSR Layout can call BBMP Control Room : 080-22100031 / 26724036

In Bangalore, three species of snakes are predominant: Rat snake that is non-venomous and the venomous cobra and Russell’s viper.

A volunteer from the BBMP wildlife cell pointed out that, in summer, the snakes go in search of cool places because of the rise in temperature. They enter a garage, a house or any place they find shade.

The volunteer also advised the public not to light fire to vacant sites during summer.

“Already, the temperature is high and when people light fire to vacant sites, the heat forces reptiles to come out of their nests. This is when they enter domestic households,” he said.

The identification card provided by the BBMP should be checked before people permit men to catch animals, because unauthorised people hurt the creatures while rescuing it, the volunteer said.

Recently HSR Layout came 16th in the DNA-AZ research on the most liveable areas in Bangalore.

Residents feel the wide roads have changed the equation of HSR Layout for its betterment. Besides, it has a number of well-maintained parks. But the biggest advantage of this 1500-acre locality is the beautiful Agara Lake.

K Latha Narasimha Murthy, civic leader of HSR Layout, is foxed why the locality got the backbench status while everything is going well.

“Being among the top 20 residential areas is nice, but we are striving to be a model to other localities by coming up with various new ways of approaching the residents for better transparency,” says a beaming Latha.

“With a huge population of over 1 lakh voters, only 48,000 voters turned up to vote this time,” says she.

The locality is doing well in terms of civic amenities. “Dust bins have been distributed to all the houses. An auto collects the garbage. This method has been in practice from a long time and it helps in maintaining cleanliness around us,” says she.

Latha is, however, piqued that the BBMP does not call tenders in this area for the maintenance of street lights since April 1 2010. On an average, 7 out of 10 complaints from residents are on faulty street lights. Hence, the streets become a risky zone after dusk for elders and women.

The bars along the roads retail liquor that result in drunken rowdyism, complain many residents. The locality has just one playground and it is too inadequate to serve the residents’ needs.
In an area populated by a lakh, there should be at least one medical store which functions 24 hours, says Dillip Kumar, a resident.

The traffic problems in and around HSR Layout and Agara have been taken care of by building a flyover and widening the roads. Road chaos is a rare thing even during peak hours, say commuters. But the ring road still remains a bottleneck, says N Nathan, a resident.

In a locality where civic problems are taken care of without any hassle by residents, there is a growing need for public toilets near parks, temples and other public utility places. Crime rates are within the limit and residents thank the local police for this.

“We need not beg for it. Crores of rupees are spent by the government on rents but housing facilities have not been provided for judges,” a Division Bench remarked while hearing a petition on Tuesday.

The Court on September 14 had constituted a committee comprising Chief Secretary, Principal Secretary Housing and Urban Development, Bangalore Development Authority Commissioner and Bruhat Bangalore Mahanagara Palike Commissioner to look into alternative and for the judges’ colony and directed the committee to submit a report by October 18. The Bench was unhappy with the Committee as there was no report submitted.

Amarnathan, a city-based advocate had filed the PIL challenging allotment of 8.5 acres of playground in HSR Layout for judges’ colony. The High Court had stayed the grant in 2008.

Award stayed

The HC has stayed an award passed by the BDA after 24 years from the date of final notification to acquire land for formation of the HSR Layout.

N Madeswara had moved the Court challenging the order to acquire his land for Rs 52,000 per acre. The property situated on the National Highway measures about 9,000 sqft and BDA itself had sanctioned plan in the year 1964 for construction of industrial shed or a godown. The counsel for the petitioner, G R Mohan, said that a notification to acquire the land in 1986 was dropped after a joint inspection by BDA Deputy Commissioner. Following an award dated May 12, 2005, the petitioner moved the HC. Justice Abdul Nazir stayed the dispossession until further orders.

The scene of stray pigs grazing on the garbage opposite to a big bungalow, heaps of earth piled up and huge tunnel-like pipes on either side of the roads in a peaceful residential area like HSR Layout was not what any resident, who saw the layout being brought up in 1980s, would wish to see.

A number of multi-storey buildings on the other side of Sector 2 have been completely cut off. The Bangalore Water Supply and Sewerage Board (BWSSB) has dug up both sides of this long road and laid the steel pipes to be fitted underground for replacing the old concrete pipes, which had developed leakages.

Workers at the site, who were pumping out water from the old pipes, told DNA that they began the work only a few days ago and have no idea when it would be completed.

The water board has also dumped the steel pipes in many other places of HSR Layout, probably to let residents know that such a work would be undertaken by them soon.“The BBMP claims it has no funds to finish a work that has been undertaken. Why do they collect taxes then? Various civic authorities seem to be at war with each other. When one finishes a work, the other starts functioning,” said RS Hiremath, president of HSR Layout Sector 2 Resident Welfare Association.

As if this is not enough, the Karnataka Power Transmission Corporation Limited (KPTCL) had dug up the roads on 24th and 17th Main Roads of HSR Layout to lay new underground 66kv lines, six months before the water board started digging.

“They have completed the work, but they have not re-laid the dug up road. Vehicles are parked on this stretch as if this was a kind of borderline for the parking zone. A 60 feet road has shrunk into a 30 feet road that too for two-way traffic,” rued retired Brig RS Murthy who lives in HSR Layout, Sector 2.

The indiscriminate garbage dumping and disappearance of footpaths at several places add to the woes of HSR residents. It was also found out that waste segregation was happening only at the dumping ground, and put into the compactor and sent to Indirapura landfill. Even as the stench fills the air, the contractor pleaded helplessness as the residents do not segregate the waste and dispose it.

Flyover woes
On the Outer Ring Road, flyovers are being constructed between Sarjapura to Silk Board junction to ease traffic pressure. However, the work is undertaken in such a way that it creates more traffic chaos. While one part of the flyover has been started and smaller vehicles are using it, BMTC buses are still running on the service lane as there is a non-designated bus stop below the flyover.

“We have brought this matter to the attention of the concerned authorities, but something seems to work with all of them. BDA, BMTC and others agencies do not seem to take suggestions of the public, who bear the brunt of such a lackadaisical approach towards things,” said Balagopal, a resident.

As a result of this, traffic on Ring Road, which has grown 50 times over five years, has to slip through a chicken-neck point below the flyover which is all set, but yet to start functioning. The only other solution these heavy vehicles come up with is to take the inner roads which go into the calm and serene HSR Layout.

“Only a year back, they re-laid the inner roads of our layout. And now they have started construction on all sides. BWSSB started replacing old pipes with new ones only after the roads were done and KPTCL dug some roads to lay the lines. But why could all these three departments not co-ordinate with each other and do these works at the same time, so that movement of people is not hindered,” said Brig Murthy.

Now, the whole of the 27th main, which also serves as a ring road within the layout and is the only connecting point to a number of multi-storey buildings on the other side of Sector 2, has been completely cut-off.

If all goes well as per BDA’s plan, the residents of HSR Layout can have a Big Vegetable Market on the lines of Raithara Santhe located elsewhere in Bangalore, where Fresh Veggies will be sold at reasonable prices. The proposed markets would be built on public private partnership. Of the 39 localities, 10 have already been identified: Cambridge Layout, HSR Layout, HAL II Stage, Jnanabharathi Layout, Vidyaranyapura, BDA ward office, Kothanur, Banashankari VI Stage, Anjanapura Township and two sites at Sir M Visvesvaraya Layout. Of the remaining 29 sites, 10 are in Bangalore East, four in Bangalore West, four in Bangalore North and 11 in Bangalore South.Around 20 per cent of the constructed area can be used for commercial purpose. According to BDA estimates, the private partner will have to spend `15,000 to construct every square metre. This takes the estimated cost of all the markets to around `107.13 crore. The BDA is planning to share the market with a private partner who is willing to give it the maximum area after constructing the market at its own cost. The BDA will fix the area that can be given to private players after assessing the market value of each site.

BDA Commissioner Bharat Lal Meena said all the projects were still in the tendering stages and thus it was difficult to say when they would be completed. He said detailed project reports and plans for each proposed market were yet to be prepared.

Concerned officials said the proposed markets were expected to reduce the heavy inflow of people to the crowded markets such as K R Market, Yeshwantpur market and others.

Bangalore Mirror has been a Champion of Civic Issues and instrumental in making the authorities perform their duties properly, when ever It has reported any irregularities or problems the Government Bodies have listened and acted, I would like to Thank BM for highlighting the Road Safety Issue in HSR Layout in their yesterdays edition which was also posted on our Blog in July as The Deadly Road Junctions of HSR Layout. Hope the Authorities do the needful.

We also received several responses to the article in BM yesterday, here is one response that is worth sharing which we received from Mr.Shankar Balan, a resident HSR,

Dear Sir

The article on HSR Layout in todays Bangalore Mirror has come at the right time.

As a resident of the locality for the last 8 years I too have seen the considerable development on the one hand and the considerable deterioration on the other.

Some points to ponder:

1. Private vehicles, School buses, HTV’s and other such tend to speed through this well populated residential area endangering the lives and limbs of pedestrians, seniors, children and pets.

2. I live on 24th Cross street – daily the school buses hurtle up and down the road because they appear to be constantly in a race against time.

3. Speed bumps: there are many badly designed speed bumps in the area. And in some places where speed bumps are actually required, they are conspicuous in their absence.

4. The condition of most roads in the layout are pathetic – they were re-laid around 2 years ago but the subsequent influx of huge levels of heavy traffic have completely ruined them again.

5. Construction debris everywhere – the various building owners, constructors and commercial establishment casually dump huge quantities of debris on the public roads in addition to clearly flouting building norms and laws.

6. There is a marked lack of any kind of Zoning laws in operation – residential vs commercial properties so the area is full of commercial establishments existing right next to private residences, causing further trouble.

7.Lack of proper policing in the neighbourhood – incidence of unwanted elements roaming around at night and thievery, burglaries on the rise – earlier (even just 3-4 months ago, there used to be a regular night patrol with Police Jeeps, Motorbikes and Bicycles. Of late this has stopped and this has led to a rise in unwanted elements in the area. My neighbour’s vehicle was broken into about 2 weeks ago at night and several items stolen from it.

8. High level of casual labourers, construction workers and itinerant workers residing on site on many construction projects - this kind of free un-regulated movement of these workers provides a perfect opportunity for unwanted elements.

9. Use of the entire areas of vacant, overgrown sites and Army land as a public toilet by these construction workers, itinerant workers and casual labourers. – In the absence of proper public toilet facilities these people are forced to use public spaces for the call of nature. This leads to disease, illness and contamination. Most people who are constructing either private houses or commercial buildings do not provide toilet spaces for the construction workers involved in building the structures. For lack of facilities these workers are forced to use public areas.

10. Presence of a huge plastic sheeted tented shanty town near MK Retail and other places. Suddenly the HSR Layout residential area has a huge influx of shantytown dwellers – all compromising the overall safety and peace of the area.

We request the BBMP authorities and the Police/ Law and Order authorities to involve themselves deeply in these issues and help the residents with a proper workable solution to the same.

Thank you

Shankar Balan

HSR Layout

Sold them for a mere Rs. 4,000, without even knowing what they are used for or the actual value of the goods

His own greed proved costly for 23-year-old V Santosh, who used to steal laptops and sell them at less than one-tenth of their original price — to buy chicken kebabs and beer. He had been involved in the crime for the last two months, without even knowing what laptops do.

He simply sold them to a local for Rs. 4,000 apiece. All this stopped when the HSR Layout police arrested him on Monday.

Santosh had come to Bangalore as a lorry cleaner last year from Tamil Nadu. After working for a while, he tried his hand as a lorry driver, but could not get a job, so he started working as a security person at a building construction site at the HSR Layout. But he was not happy with his meager income.

Santosh, a beer and chicken lover, lived alone and used to visit a local hotel for food. But since he was always short of money, he could not have these items to his heart’s content. For this, he even took loans from many people.

Two months ago, he saw an engineer carrying a laptop. Since Santosh had never seen anything like that, he asked his friend Nandeesh, who apparently knew something about them. Nandeesh made him an offer — he would buy any laptop Santosh could steal for Rs. 4,000.

Santosh agreed, and Nandeesh told him how and who to steal from. Since HSR Layout has the maximum number of techies as residents, there was no dearth of laptops. Another reason they were targetted was because most of them work in odd shifts, and would leave their doors open so as not to disturb their roommates.

Santosh went on a spree, and stole 16 laptops, LCD TV and four cameras.Following over 15 complaints, the cops started asking around, and found out that Santosh was seen at many scenes of crime. So they laid a trap, and started tapping his phone, and finally arrested him on Monday.

In his confession, he told the police, “I love chicken kebabs, and for the last two months, I had started drinking beer regularly. But all this cost money, and I never had enough. So my friend told me to steal these items. I don’t even know what these devices do.”

LY Rajesh, Police Inspector, HSR Layout said, “He stole laptops only for beer and kebabs. He doesn’t know how much they cost. We also investigating his friend and soon we get all attempts of both. The police have recovered all laptops, and have sent Santosh to judicial custody.”

Green=Organic, Red=Inorganic

The HSR Layout residents and their Corporator Latha Narasimhamurthy are going all out to make their layout clean and garbage-free. They had launched a campaign recently to create awareness about waste segregation in Agara Village and HSR Layout 4th Sector. The campaign emphasized the need for separating wet and dry kitchen wastes and putting them in two different bins (red and green) and handing them over to garbage collectors.

BBMP has already supplied 1,000 red bins and 1,000 green bins to ward No 174, each of which has a capacity to carry two to three kg of waste. Most of the residents in Agara Village have received the bins and are using them, but the residents in Sector 4 say that they have received only about 50 bins. However, here is the big question: Will the residents use these bins in an effective way even after receiving these dustbins? To this, the Corporator Latha Narasimhamurthy said, “We are not distributing these waste bins just because they come free. We are making people aware of the waste management system and its uses during the door-to-door distribution. We also collect data like the names of the residents, their phone numbers and addresses. This helps us keep track of the waste disposal.”
She also said, “We thought that since Sector 4 is a small area, we will cover the whole sector by distributing waste bins and make it a modal sector. But now we are facing difficulties. Volunteers are very few and many houses will be closed and some won’t open their doors at all. So we have now decided to distribute them in 7th Sector since they too require them.”
